Important Info Missing from GPX files

It seems that "visit instructions" are missing from the site's GPX files. Am I missing something? Surely this important bit of info can be loaded on the gps unit somehow, right?

I also think that state is an important thing missing from the file.

It isn't really needed, because it is pretty much the same as geocaching's "sign the log". In Waymarking it is "take a picture"

We don't often see anything like "include your GPS in the photo" or "answer these questions".

Some older categories might have some of these legacy concepts, but to the best of my knowledge the standard "include a photo taken during your visit" is good enough.
