First, thanks for posting in the forums. I wish you would have done so before sending the category off to peer review.
Unfortunately, I don't see the category faring any better in peer reveiw this time. You have a good idea for a group but it doesn't fit the categories format.
The proposal has no formal focus that can be defined, therefore any waymarks that you may have submitted would be waymarkable in other existing categories and it is much to subjective. you will have only problems with the submissions because it is not defined specifically what is looked for.
Your group doesn't necessarily even have to have a category to accomplish its goals.

You could use the existing group structure and existing categories by spelling out different feats to attain different levels for your Eagle Knights group members.
ie:
Level One: visit one waymark in each department.
Level Two: Create a waymark in 10 of the 15 waymarking departments.
Level Three: visit 5 Mountain Summit waymarks
Level Four: Visit 15 National Historic Register location
You could issue challenges via your group email function.
First to submit a new History Category waymark for the Holly Springs depot and get it approved achieves the title of Historian.
Submit 10 History category waymarks become a Grand Historian
Submit and visit 10 Mountain Summits and become a Mountaineer
Submit 5 Literary Sites and become a Scholar
Each time a "Knight" made an advance in level, the group could have an officer level change with a different title attributed to them as a reward. So
This type of goal for your Eagles would allow the group to function, expand users GPSr use and greatly enhance knowledge of the local area and its history.
This would be a new use of groups that I think is actually quite interesting to think about. Beyond what has been used in groups before but with great potentials for a club type use.
