To be honest, this kind of inconsistency with reviewing, interpretation of guidelines, and source material is a good reason for waymarkers not to become frustrated with declines. They happen. Sometimes they make sense, sometimes not. If civil discussion can be initiated to understand what the waymarker couldn't understand from the decline comments, then everything should be politely resolved. It really helps when waymarkers don't act like two minutes to fill in information is so much work and that their lives will never be the same if that work isn't shown to the world on the waymarking site.
