Why are unsubmitted 'Waymarks' displayed to everyone?

Why are unsubmitted 'Waymarks' displayed to everyone?
I had just checked on one "Officer" that had not signed in and clicked on his
"Newest Waymarks"
and found that about 10 of them were on hold and had not been submitted as they seemed to be still in need of more information. (pictures/co-ordinates)
Why are these being made public as a lot of times personal notes or comments might be for the "Submitter" only until being submitted/published?
Secondly... One could check out a Waymarker in his/her area and
"steal"
their idea and information and submit it themselves.
(Just found some had
"Denied"
Waymarks also on the list)
