The other half of the DeLorme Challenge and similar items is that once the challenge has been completed you would then receive access to a special set of coordinates to be able to find and log a cache or at least be eligible to log it.
Waymarking does not have this style of 'exclusive' or 'exclusionary' Waymark listings.
So far, and hopefully forever, the posted coordinates on every Waymark represents where the Visit requirements can be met and those conditions are outlined by the Category Group that successfully passed Peer Review. In games however, some Categories do allow "additional coordinates" for each entry.
It's an interesting idea, that to be allowed to claim a visit one would have to have a visit on a Waymark found in each quadrant/map page etc. This I could get behind, but not if fake coordinates are involved. The requirement to meet goals is one thing, but having an email sent back is not required. There are better ways to handle this.
If you write up a proposal, post it here for people to look over and see if there are suggestions.
