I have noticed a few groups I would be interested in and that are recruiting that have few members. In one of them only 1 officer has logged in this month. If I were to join a group like that what would my responsibilities be?

Realize that when you join a group, you join as a "regular member." I've dropped nearly all of the groups where I was just a regular member. I really don't see the point, unless one has an interest in being part of the management team. Some groups have a lot of regular members, some have none. I lot of regular members seem to be new people who see something interesting, start joining, and then just drop out.
If you are actually interested in being an officer in a group, then you can join as a regular member (if "open enrollment" is on) and then drop a note to the group leader expressing your interest. Often group leaders are happy to have new, active people on the team. But, be sure that you've studied the category and understand its scope and its requirements, particularly if you are going to be reviewing waymarks and participating in group votes. These are the main duties of officers. Also, make sure it is a category you have a real interest in and some knowledge of so you can make a positive contribution.
If "open enrollment" is off, then the only thing you can do is send a message to the group leader expressing an interest, and asking for an invitation to join.
Start off with just a few so you get a feel for how it goes and what is involved. Some low-volume categories will not provide much for you, and the higher volume categories usually have more active officers.
