Changed the visibility of the private message to show up only when a waymark is in unfinished or denied status, and only when the person viewing the waymark is an administrator, category manager or waymark owner

15084: Waymark Url Variable Not Formatting HTTPS links Properly
Fixed

14882: Recruiting Groups Not Displaying Correct Category in Certain Cases
Fixed issue with some groups displaying previously rejected categories instead of the newest incarnation

I have noticed one thing about the profile edits. The edit will take but you still get the warning about confirming your password. We'll take care of it.

I noticed that Emergency Rooms http://www.waymarking.com/cat/details.aspx?f=1&guid=81748be0-23ed-4733-8cbc-a72679b64101&exp=True is now on the grid in Row 20

i have just noticed something else:

the 1 visit/comment to a waymark per 24 hours is gone.

yesterday, during the hamster break, i submitted a visit that resulted in a 'sql error'. i tried to resubmit the log, but the next page read: 'you have already tried to log this in the past 30 seconds'....

so, just now i logged a Uhaul, another Uhaul, and the first uhaul again (i saw it at 2 different places).

is the same true for comments? i can 'wait a few minutes' and comment again? can we upload comment pics yet [um, again]?

I think the private message should also show up for WMs in Pending Vote status. Right now it is lost unless the officer who calls a vote copies it into the vote notice.
