Declining someone's established Waymark seems to be no big deal to some people.
As a person in the Groundspeak Community, I believe that deleting someone's established Waymark after someone has decided to tighten up the requirements is totally wrong.
Your Waymark should be reinstated w/o question.

I just had a ''Border Crossing Category'' stripped from me too in the last week. It was posted in May 2009, and visited by only one other person. And now it's gone.
Personally, I don't care if you decline a Waymark during the submission stage. But to have it pulled 6 months (or more) after it's been a Waymark ...
