No tags exist which can further filter content matching the currently-selected tags

I'm not getting email notification when someone posts to a thread, even though I've clicked the box that says ''enable email notification''. In fact, if I click the box, it SAYS it turns it on, but then if I refresh the screen or exit the thread and re-enter, it's turned off again.
Is this something that's been deactivated on purpose, or is ...
